West Midlands Police - Rail Incidents Procedure
The Rail Incidents Procedures Plan is intended to assist all officers involved in dealing with a railway train crash anywhere in the West Midlands Police area.
Despite the privatisation of railways, in the event of any major incident, Network Rail are contractually bound to assume lead responsibility within the rail network and will deploy a senior member of personnel to the post of Rail Incident Officer (RIO). They hold details of all companies operating on the rail network in the West Midlands.
Incidents within railway stations, depots or marshalling yards will normally be the responsibility of an individual private company who will appoint a Lead Manager as Incident Officer.
The responsibility for dealing with incidents on Rail Property lies with the British Transport Police in most circumstances, however, it is accepted that a major incident on a railway line will inevitably involve a large commitment by West Midlands Police in terms of manpower, equipment and facilities. In the case of murder or terrorist incidents ACPO guidelines require the Home Department Force to be responsible for the investigation.
The West Midlands Police response to a reported train crash will vary depending upon its proximity to a British Transport Police Station and the level of response to the incident by BTP.
The intention of the plan is to co-ordinate, control and monitor the involvement of all departments and organisations within the West Midlands and to assist British Transport Police as to ensure the most effective and efficient results from urgent collective action to :-
- Save life and alleviate suffering
- Preserve the scene of the incident
- Protect property
- Collate and provide information relating to casualties
- Assist in the investigation and report on the cause of the accident including any reports to HM Coroner
- Uphold the law
- Re-establish normality as soon as possible.

West Midlands Police - Motorway Major Incident Plan
Central Motorway Patrol Group (CMPG) manages the Midland Motorway Network - covering the force areas of West Midlands, West Mercia and Staffordshire Police.
The traffic density is such that, with little or no warning, given a major collision or incident, serious disruption to traffic throughout the entire country could occur. This requires the special mobilisation, organisation and co-ordination of emergency services and other organisations.
The intention is to take control of the situation and restore order as soon as possible. As in all major incidents, the police role is to control, co-ordinate and then investigate. The Fire and Rescue Services will tackle fire and commence rescue, whilst the Ambulance and Medical Services will treat and evacuate casualties.
The Motorway Major Incident Plan is designed solely for those major incidents within the area covered by CMPG, but does relate to the plans held by adjoining forces.

West Midlands Police - Crashed Aircraft Procedure
The Crashed Aircraft Procedures Manual is intended to assist all Officers involved in dealing with an aircraft accident either at Birmingham International Airport, or elsewhere in the West Midlands Police Area.
The plan covers two types of police response to a reported aircraft crash, based on the crash location. This is either within two miles of the perimeter boundary of Birmingham International Airport (BIA) or elsewhere in the Force area.
Experienced Officers from the Airport Police Unit can be deployed to act as advisers at a crash site in the Force area.
